Program Overview
Morocco's Ministry of Digital Transition and Administrative Reform, partnering with Tamwilcom, launched the Startup Venture Building Program as part of the Digital Morocco 2030 strategy. This comprehensive initiative deploys 1.3 billion dirhams ($142 million) to support innovative startups through grants, interest-free loans, and seed financing. The program targets 800+ startups over three years, aiming to create 1,000 startups by 2026 and 3,000 by 2030.
Funding Structure
The program offers a living allowance for experienced project leaders to support full-time startup development. Incubation grants up to 200,000 dirhams fund prototyping, product development, and market validation activities. Interest-free loans up to 500,000 dirhams support commercial launch and early operations. Seed loans ranging from 500,000 to 2 million dirhams back acceleration and growth phases. This staged financing approach supports startups from concept through scale-up.
Eligibility Requirements
Eligible startups must demonstrate innovation in technology, business models, or market approach. Priority sectors include digital technology, fintech, agritech, healthtech, clean energy, and export-oriented services. Founders should have relevant experience or strong technical capabilities. Businesses must be registered in Morocco and commit to developing operations domestically. The program prioritizes projects with scalability potential, job creation capacity, and alignment with Morocco's digital transformation objectives.
Application Process
Applications submitted through approved incubators and accelerators participating in the program. Startups present business plans, prototypes or minimum viable products, market analysis, and financial projections. Selection committees evaluate innovation level, market potential, team capability, and societal impact. Approved startups receive funding in stages based on milestone achievement. Technical support, mentorship, and networking opportunities accompany financial assistance throughout the program.
Digital Morocco 2030 Vision
This program forms part of Morocco's ambitious Digital Morocco 2030 strategy targeting 2 billion dirhams in startup funding by 2026 and 7 billion by 2030. The government aims to produce 10 high-growth gazelle startups by 2026 and one to two unicorns by 2030. Supporting initiatives include regulatory reforms for startups, expanded access to public procurement, stronger incubator networks, and improved access to foreign markets, creating a comprehensive ecosystem for startup success.
