Abstract
AI systems have found a wide range of application areas in financial services. Their involvement in broader and increasingly critical decisions has escalated the need for compliance and effective model governance. Current governance practices have evolved from more traditional financial applications and modeling frameworks. They often struggle with the fundamental differences in AI characteristics such as uncertainty in the assumptions, and the lack of explicit programming. AI model governance frequently involves complex review flows and relies heavily on manual steps. As a result, it faces serious challenges in effectiveness, cost, complexity, and speed. Furthermore, the unprecedented rate of growth in the AI model complexity raises questions on the sustainability of the current practices. This paper focuses on the challenges of AI model governance in the financial services industry. As a part of the outlook, we present a system-level framework towards increased self-regulation for robustness and compliance. This approach aims to enable potential solution opportunities through increased automation and the integration of monitoring, management, and mitigation capabilities. The proposed framework also provides model governance and risk management improved capabilities to manage model risk during deployment.

The Case for Automated Model Governance
Traditional model risk management in financial services relies on periodic human-led reviews conducted on annual or semi-annual cycles, creating extended windows during which model performance degradation goes undetected. The volume and velocity of AI models deployed in modern financial institutions—often numbering in the thousands—increasingly exceeds the capacity of manual review processes. Automated governance systems address these limitations through continuous performance monitoring that detects degradation within hours rather than months, automated fairness metric tracking that identifies emerging bias patterns before they produce discriminatory outcomes at scale, and systematic documentation generation that maintains audit trails without imposing administrative burden on model development teams.
Risks of Automated Self-Governance
The research identifies significant risks in over-reliance on automated governance mechanisms. Correlated failure scenarios arise when governance models share training data, architectural assumptions, or infrastructure dependencies with the production models they oversee, creating the potential for simultaneous failure of both the governed system and its governance mechanism. Governance system opacity presents accountability challenges when automated systems make consequential decisions about model deployment, retraining, or retirement without transparent reasoning that human supervisors can evaluate and contest.
Hybrid Governance Architecture
The recommended hybrid architecture assigns automated systems responsibility for high-frequency, well-defined monitoring tasks including statistical performance tracking, data drift detection, and compliance metric computation, while reserving human judgement for consequential governance decisions such as model retirement, material scope expansion, and risk appetite calibration. Clear escalation protocols ensure that automated monitoring surfaces anomalies to human reviewers with sufficient context for informed decision-making, preventing both the delays of fully manual governance and the accountability gaps of fully automated approaches.
