Program Overview

KOSGEB (Small and Medium Enterprises Development Organization) provides startup support up to 1.5 million TL (approximately $43,000 USD), covering 80% of eligible costs. Under the 'KOSGEB Selects Its Entrepreneurs' program revised in 2025, entrepreneurs receive comprehensive support for manufacturing, software, telecommunications, and R&D activities.

Enhanced Support for Priority Entrepreneurs

Young entrepreneurs (under 30), women entrepreneurs, disabled entrepreneurs, veterans, or relatives of martyrs receive an additional grant of 150,000 TL on top of the base support. This brings total potential support to 1,650,000 TL for eligible entrepreneurs, demonstrating Turkey's commitment to inclusive entrepreneurship.

Eligible Expenses and Sectors

Supported sectors: Manufacturing, telecommunications, software development, IT infrastructure, and R&D activities. Eligible expenses: Personnel costs, machinery and equipment purchases, mold costs for manufacturing, consultancy and training services, and working capital for business operations. The 80% coverage rate significantly reduces startup capital requirements.

Application Process and Timeline

KOSGEB opens multiple application periods throughout the year. In 2025, three periods saw 6,525 applications with 1,127 projects receiving 1.62 billion TL in total grants.
