Common Questions

Costa Rica's main programs include PROPYME innovation grants for SMEs, Free Trade Zone tax incentives through PROCOMER, CINDE investment promotion support, INA vocational training subsidies, and the National Banking System's development credit lines through BNCR and Banco Popular. The ecosystem also includes university-linked incubators and Costa Rica's growing private venture capital sector focused on technology startups.

While Costa Rica does not have an AI-specific funding program, technology companies benefit significantly from the Free Trade Zone regime which offers substantial tax exemptions for tech and services companies. Additionally, PROPYME grants can fund AI adoption projects, and CINDE actively recruits AI and technology firms to establish operations in Costa Rica. The country's strong bilingual workforce and stable business environment further support technology ventures.

Costa Rica's Zona Franca provides complete income tax exemptions for initial years followed by reduced rates, plus customs duty waivers. Technology startups in designated parks benefit from proximity to multinationals including Intel and Amazon. The Sistema de Banca para el Desarrollo channels concessionary credit toward innovative ventures, while PROCOMER supports export readiness. Combining zone benefits with development banking creates comprehensive support.

Leading universities including Universidad de Costa Rica and Instituto Tecnologico operate incubation programs providing pre-seed ventures with laboratory access, mentorship, and business model validation. These programs connect academic researchers with entrepreneurs, accelerating technology transfer. Graduating from a recognized incubator enhances credibility with venture capital firms. The coworking ecosystem in San Jose further supports networking throughout Central America.

Costa Rica's national decarbonization plan targeting complete carbon neutrality generates concentrated funding availability for electric transportation infrastructure, regenerative agriculture certification platforms, and forest carbon credit verification technology ventures. International climate finance mechanisms including Green Climate Fund allocations and bilateral development cooperation grants supplement domestic funding instruments. Ecotourism technology ventures developing wildlife monitoring sensor networks, biodiversity inventory cataloguing applications, and sustainable hospitality energy management systems leverage Costa Rica's environmental reputation. Carbon accounting software platforms enabling corporate supply chain emissions measurement, offset procurement marketplace facilitation, and sustainability disclosure reporting automation address growing international regulatory compliance demand.

Costa Rica's established medical device manufacturing cluster encompassing over seventy multinational facilities creates specialized supply chain opportunities for domestic startups developing precision machined components, injection molded polymer assemblies, and electronic subsystem integrations. Cleanroom garment laundering services, calibration laboratory operations, and regulatory compliance documentation management represent qualifying support industry ventures. Clinical research organization capabilities enabling medical device usability testing, biocompatibility assessment coordination, and human factors engineering evaluation provide regulatory pathway acceleration services. The country's proximity to FDA-regulated markets combined with bilingual quality engineering workforce availability positions Costa Rican ventures advantageously for medical technology supply chain integration.
