What is SkillsFuture?

SkillsFuture is Singapore's national movement to provide citizens with opportunities to develop their fullest potential throughout life, regardless of their starting points. Launched in 2015, it encompasses a comprehensive ecosystem of training subsidies, credits, career guidance, and employer incentives administered by SkillsFuture Singapore (SSG) and partner agencies.

For businesses investing in AI training, SkillsFuture represents the single most important funding mechanism available. The combination of individual credits, enterprise subsidies, and sector-specific grants can reduce AI training costs by 70-90%.

SkillsFuture Credit

Every Singaporean aged 25 and above receives a SkillsFuture Credit of S$500, which can be used to pay for or offset fees for eligible courses. The government periodically provides top-ups (most recently S$500 in 2020 for citizens aged 25+, and an additional S$500 for those aged 40-60).

Key details:

  • Credits do not expire but top-ups may have usage deadlines
  • Can be used at over 18,000 SSG-approved courses
  • AI and data analytics courses are among the most popular redemptions
  • Credits can be combined with employer sponsorship and other subsidies

Course Fee Subsidies

SSG provides direct course fee subsidies for Singapore Citizens and Permanent Residents:

CategorySubsidy RateAdditional Support
Singapore CitizensUp to 70%SkillsFuture Credit applicable
SC aged 40+ (MCES)Up to 90%Enhanced mid-career support
Permanent ResidentsUp to 50%Standard rate
SME-sponsored SC/PRUp to 90%Enhanced enterprise subsidy

SkillsFuture Enterprise Credit (SFEC)

Eligible employers receive a one-off S$10,000 credit to defray up to 90% of out-of-pocket expenses on qualifying programs. SFEC is specifically designed to encourage enterprises to invest in workforce transformation.

Eligibility:

  • Incorporated or registered in Singapore
  • Employed at least 3 local employees (SC/PR) in the qualifying period
  • Contributed at least S$750 in Skills Development Levy over the qualifying period

What it covers:

  • Course fees (after SSG subsidies)
  • Certification costs
  • Approved consultancy for workforce transformation

Absentee Payroll Funding

Employers can claim absentee payroll funding of up to S$4.50 per hour per trainee (capped at S$100,000 per enterprise per calendar year) to offset the cost of releasing employees for training during working hours.

Skills Framework for AI

The national Skills Framework for Infocomm Technology identifies specific AI-related competencies across career tracks:

Courses mapped to these competency areas receive priority subsidies and are flagged on the MySkillsFuture portal for easy discovery.

Combining SkillsFuture with Other Grants

The most cost-effective approach stacks multiple programs:

Example: SME sending 5 employees to a S$3,000 AI course

  • SSG subsidy (90% for SME): -S$2,700 per person
  • Remaining: S$300 per person (S$1,500 total)
  • SFEC credit (90% of out-of-pocket): -S$1,350
  • Final cost: S$150 for 5 employees (S$30 per person)
  • Plus absentee payroll claim: additional recovery of S$4.50/hr

This stacking approach makes even premium AI training programs accessible for small businesses.
